How can I tell if my Battery Charger is working properly?

I have a battery charger that I purchased a few months ago. Sometimes I wonder if it is working properly. The gauge needle will flucuate sometimes. Any way to test it?

Purchase and volt meter. Set it to 12 volts. Touch the red wire to one clamp, the green to the other, you should get around 12-13.8 to 14 volts on the meter.
